Dr. Neil L. Horsley is a native of Philadelphia, Pennsylvania. After graduation from Overbrook High School, he attended and graduated from Delaware State University with a BS in Health, Physical Education, and Recreation. Dr. Horsley served as a coordinator for a health education program in rural Long Island, New York, before he attended and graduated with a MS Education from the State University of New York College at Brockport. He worked at various agencies in the upstate New York area as a program director of recreation and later as a director of employment.

Dr. Horsley attended the Ohio College of Podiatric Medicine from where he graduated in 1984. He attended on a four-year scholarship from the National Health Service Corps (NHSC). Upon graduation, he completed a one-year preceptorship in Medicine and Surgery before he served for four and one-half years and completed his NHSC commitment as the staff podiatrist in a federally funded health center in Chicago, IL.

Dr. Horsley joined the faculty at the Dr. William M. Scholl College of Podiatric Medicine in 1994, in the department of Podiatric Orthopedics. He currently serves as the chair of the department of Podiatric Surgery and Applied Biomechanics and is the course coordinator for the Sports Medicine course. He is board certified by the American Board of Podiatric Surgery and is a fellow in: ACFAS, ASPS, ACFAOM, and APWCA. Dr. Horsley also became a Certified Pedorthist in 2000.

He is the past member and Assistant Chair of the Illinois Department of Finance and Professional Regulation Podiatric Licensing Board. He served as a past secretary, president, and member of the Federation of Podiatric Medical Boards and past Commissioner for the Illinois State Diabetes Commission.
